Currently, uninsured adults seek medical care mostly through hospitals and emergency rooms. These hospitals receive government money to cover the costs for these patients who cannot afford to pay their bills. However, Texas officials are asking the federal government to suspend the rules so they can use some of that money to pay for private health insurance plans for low-income, uninsured adults. These plans would require co-payments, possibly premiums, and less coverage than Medicaid.If the plan is approved, then the state would create the Health Opportunity Pool which would be made up of policies from private insurance companies. These policies would be available to adults over 19 who meet income guidelines for subsidies. For example, a parent with two children can earn as much as $2,862 per month to qualify for the subsidies. Compared to the $308 per month income limitation for the same family to qualify for Medicaid, the Health Opportunity Pool seems very generous. Unlike Medicaid, however, the program would not be guaranteed to help all 2.1 million eligible Texans. Instead, the subsidies would be available on a "first-come, first-served basis" until money runs out. |
