AgainThe House of Representatives attempted again to get the votes needed to override President Bush's veto of a bill that would have increased spending for the State Children's Health Insurance Program (SCHIP) by $35 billion. Unfortunately, for the second time in three months, they failed to get enough votes for an override. Even with 42 Republicans voting with the Democrats, they still fell 15 votes shy of the necessary two-thirds.Congress has passed measures to ensure current funding levels for SCHIP through March 2009. However, the new bill would have increased the number of people helped by the program by an additional 4 million. To pay for that hefty increase, the bill included a 61 cent per pack increase in federal excise taxes on cigarettes. President Bush has gone on record as explaining he feels the bill would extend coverage to families who can afford health insurance and also raises taxes which he is against doing. In an attempt to drum up support for the override, House Speaker Nancy Pelosi tried to paint the bill as a way to stimulate the economy. Others argued that paying for health insurance for people who could afford it and raising taxes on low-income individuals (who make up the majority of smokers) was not the way to stimulate the economy. |
