President Bush to veto legislation from Congress that would expand the State Children's Health Insurance Program (SCHIP)

During an appearance at the Grocery Manufacturers Association/Food Products Association's conference, President Bush promised he would again veto legislation from Congress that would expand the State Children's Health Insurance Program (SCHIP). While Bush has proposed increasing the program's budget by 20% over the next five years, Congressional Democrats are pushing to extend the program by $35 billion over that same time period and paying for the increases with a 61 cents per pack tax increase on cigarettes.

While Bush vetoed previous legislation on this issue and Democrats fell short of enough votes to override that veto, Congress has been working on revising the bill to either gain his support or to attract enough votes to override his objections. The revised bill does address some of the concerns expressed by Republicans during the previous vote, including tightening income guidelines and taking steps to prevent illegal immigrants from receiving coverage.

Bush says he will veto the bill despite these changes. He not only opposes the tax increase but views the SCHIP expansion as the first step toward federalizing health care in the United States. According to Bush, "With each step, they want to bring America closer to a nationalized system where the government dictates the medical care for every citizen."
