As in Massachusetts, Utah would require all residents to buy medical insurance. In fact, proof of health insurance may be required before allowing college students to register for classes or unemployed people to accept a position. Insurance companies could also reward individuals who quit smoking or who get their diabetes under control. The focus in Utah is going to be less on government-controlled health care and more on personal responsibility.Low income families would become eligible for existing health insurance programs, such as Medicaid and Utah's Premium Partnership for Health (UPP). Many Utahans are not taking advantage of these programs. More than 800 slots were still available in the UPP program - the program helps the working poor pay for their medical insurance premiums. Individuals who earn too much to qualify for these programs but who still need assistance buying coverage would receive subsidies to help with the cost. By mandating health care, the state hopes to provide medical care coverage to the 360,000 residents who are currently uninsured. |
