Healthcare Industry News > State Children's Health Insurance Program (SCHIP) State Children's Health Insurance Program (SCHIP)Congress's second attempt to pass a law that would expand the State Children's Health Insurance Program (SCHIP) was vetoed by President Bush on December 12, 2007. Bush's reasons for the veto repeated the reasons he voiced for vetoing the first proposal in October: adults would be covered in a program designed for children, the program would be extended to families who should be able to afford health insurance, and would be paid for by raising taxes. He also argued that the expansion would "move our country's health care system in the wrong direction."Prior to the veto - something Congress was anticipating - legislative leaders said they would attempt to ensure appropriate funding for SCHIP well into next year. Essentially, they have given up on attempts to expand the program. Although this new bill passed the Senate with enough votes to override a veto, the House of Representatives were lacking the necessary votes. The bill would have increased funding for the program by $35 billion over the next five years. That would have added approximately 4 million people - mostly children - to the program. This increase would have been paid for an increase of 61 cents to the federal cigarette tax. Both sides of the debate claim the other was unwilling to negotiate the terms of this second proposal. |
