The Kansas Health Policy Authority handed the state legislature a list of ideas about how to improve health and access to medical insurance for people living in the state. The Authority avoided recommending changes, such as universal health care or government mandates, because they knew such measures would not go far with lawmakers. Instead, they made recommendations that had a realistic chance of passing.
Among the suggestions was an increase in the cigarette tax of 50 cents per pack and a plan to offer medical coverage to adults earning less than $10,210 per year. Additionally, the ideas focused on wellness, including adding smoking cessation classes for pregnant women to Medicaid and stronger physical education programs in schools. The Authority also recommended providing information for Kansas residents to help them find regular health care providers and costs for medical procedures.
The Authority was created two years ago by Governor Kathleen Sebelius. Other states, including Missouri, are now considering establishing similar government organizations to help oversee health care issues in their states. |
