While his plan does not mandate universal coverage the way many Democrats' plans do, Biden does have a strategy for making health insurance more accessible to those currently uninsured or underinsured.Biden would support expanding the State Children's Health Insurance Program (SCHIP) to cover children in families earning more and children up to the age of 21. The program would also be available to families who earn more but they would have to pay for the coverage. He also wants to focus on wellness and prevention by eliminating co-payments for annual physicals and other regular exams even for people in higher income brackets. Biden would provide better coverage for adults by opening up a buy-in program (similar to what Congressional employees have). U. S. residents could join the program, and their premiums would be based on their income. The costs for these programs and increases would run around $80 to $110 billion annually but Biden plans to cover those costs by eliminating some of the tax cuts passed earlier President Bush |
