Many foreigners living, working, or studying in Japan are facing similar problems. The foreign population in the country has grown 1.5 times in the last 10 years. Currently, there are 2 million registered foreigners in the country and it is inevitable that those people will need health care at some time.Foreigners who have full time jobs can join the Employee Health Insurance Plan. Through this plan, the employer and employee split the cost of health insurance premiums. Unfortunately, to qualify for the plan, foreigners must have full-time employment and a work visa. If they do not have those qualifications, then they are expected to join the National Health Insurance program which requires foreigners - and all Japanese enrollees - to pay premiums based on their taxes and assets. Many foreigners can not afford those premiums. The Roppongi Hills Clinic understands the problem. They see about 30 non-Japanese patients a day because their upscale facility caters to foreigners, particularly those employed around the Roppongi Hills complex. Even a VIP room is available for patients who don't want to be in a shared waiting room. However, the costs of treatment for the uninsured are very prohibitive. Before they can even be seen, they must pay a ¥30,000 (roughly $276) as a deposit and consultation fee. |
