In San Francisco, for example, the Golden Gate Restaurant Association sued to stop the city's new health care plan from going into action because it requires employers to spend a certain amount on health insurance per worker. One restaurant owner said he would end up spending an additional $76 per employee under the new plan and would inevitably be forced to cut back on staffing.Many businesses are banking on a Federal law that says local and state governments can not tell them which benefits to offer employees. This law led to the initial victory by the Golden Gate Restaurant Association, but the ruling has been stayed while San Francisco appeals the decision.
