The State Children's Health Insurance Program (SCHIP) was expected to be expanded by more than $35 billion thanks to a tobacco tax. In states such as Virginia, the expansion seemed so likely lawmakers were already planning for the increases. In the state, for example, a family of three would have been able to earn just under $43,000 to be eligible for the program through the expansion. In West Virginia, the expansion would have increased coverage to families earning up to $51,510. Nationwide, the expansion was expected to enroll an additional 4 million children.The sticking point over the expansion is that Republicans are concerned increasing the income limits would convince many middle income families to give up their private insurance so their children could be covered by the government program. Before they will extend coverage to those families, 95% of low income children in each state must be enrolled in either SCHIP or Medicaid, plus those middle income children must go for a year without insurance and their parents must pay at least 5% of their total income in premiums. |
